James Locke

Director, Legislative Affairs

James Locke serves as a director of legislative affairs at the U.S. Chamber Institute for Legal Reform (ILR) and focuses primarily on federal policy. Locke helps develop and advance ILR’s federal advocacy program, specifically through engaging policymakers both on Capitol Hill and in federal agencies.

Before joining ILR, Locke was legislative counsel for Rep. Scott DesJarlais (R-TN), where he handled a portfolio of issues including financial services, health care, small business, and the congressman’s Oversight and Government Reform Committee assignment. He also served as in-house counsel for JDL Capital, LLC and as a legal extern for the Securities Exchange Commission in the Office of Compliance, Inspections, and Examination (OCIE).

Locke graduated from Vanderbilt University and earned his J.D from the Catholic University of America-Columbus School of Law. He is a member of the State Bar of Maryland.
