  • Illinois Judge Maintains High Substitution Rate: A St. Clair County, IL judge who was demoted due to frequent substitutions has continued his high rate of substitutions. In Illinois, any party can substitute a judge once without cause if the judge has not made a substantive ruling — but substitutions are rarely exercised. Judge Bob LeChien, however, was substituted 38 times in 102 days last year. His demotion apparently has’t slowed his substitution rate, as parties asked for substitutions five times during the final week of September and once the following Monday. (Madison-St. Clair Record)
