Pointing to a California law firm’s use of a Philadelphia office to find new Telephone Consumer Protection Act (TCPA) plaintiffs, a Philadelphia attorney told the Pennsylvania Record that there is a “tsunami of TCPA actions, no question.”

Martin C. Bryce Jr of Ballard Spahr said “aggressive plaintiff bars” in states like Pennsylvania have joined “litigious” states like California as TCPA hubs. A recent U.S. Chamber Institute for Legal Reform report found that 60 percent of TCPA suits between July 2015 and December 2016 originated from just 44 law firms.

Of those 44 firms, The Law Offices of Todd M. Friedman, a California-based office with a presence in Philadelphia was the top filer. Eighty percent of that firm’s TCPA suits were filed as national class actions.
