West Virginia Governor Calls for Intermediate Court of Appeals: In his fourth State of the State address, delivered last night, West Virginia Gov. Jim Justice reiterated the importance of creating an intermediate court of appeals (ICA) this year. West Virginia is currently one of only a few states that does not have an ICA. The lack of such a court can make it difficult to guarantee that all litigants get a full and fair appellate review. (WV Metro News)
