Drafters of the Private Securities Litigation Reform Act filed an amicus brief in the Halliburton fraud-on-the-market case, writing that the 1995 law did not address the theory. Their “sole interest is in having the Court decide those issues free from the mistaken notion that Congress endorsed the fraud-on-the-market theory in the PSLRA,” says the brief.  American Lawyer
