A federal judge this week signaled that he may allow BP to pay fines over the Gulf Oil Spill in installments, rather than a lump sum. The company faces a maximum fine of $13.7 million, and is arguing for reduced fines, “in part because it says it has been hurt by falling oil prices.” (Wall Street Journal)
